——0Docker Sandboxes (sbx) blocks ICMP egress with an authorizer applied only at network-creation time, and does not re-apply it to networks rebuilt from disk when the Docker daemon restarts, so a restart-surviving sandbox forwards ICMP to arbitrary hosts.
